Time for release? #350

First and foremost thanks for creating and maintaining Shellspec, seems really handy and promising, I am not yet a user, but want to use the tool. However, in the times we live, many governments now require that we use tools that are actively maintained.

I can see the last release version is tagged v0.28.1 in 2021 but also I see several commits afterwards which were never released.

I acknowledge that most open source projects are done "when time available" and I also suspect the latest release version is probably "good enough". I also see that this topic was brought up in issue #251 back in 2021.

Just want to check in on the future release plans?

Also, if you need help with anything, then please reach out here and ask the community (I prefer not to volunteer, but perhaps others that are trusted by You can chip in)
