Currently,
barrier's constructor is unconditionallynoexcept, but according to[thread.barrier.class]/11this is incorrect. This PR fixes the problem by changing exception specification fromnoexcept(true)tonoexcept(is_nothrow_move_constructible_v<_Completion_function>).
