This PR adds a new Partitioned Pipe Multiscale tutorial demonstrating steady 1D–3D coupling with preCICE for incompressible pipe flow.

The tutorial is particularly relevant as it provides a clear and controlled benchmark for testing and illustrating the axial geometric multiscale mapping in a steady-state setting. It focuses on a laminar Poiseuille flow configuration, enabling direct comparison of axial pressure distributions and velocity profiles across the coupling interface.

It includes 1D–3D and 3D–1D configurations, as well as 1D–1D and 3D–3D variants for validation and comparison.
