Resolves #10264

Description

What is the purpose of this pull request?

This pull request:

  • Fixes a JavaScript lint error in lib/node_modules/@stdlib/_tools/github/fetch-file/lib/factory.js function was unnecessarily nested inside.
  • lib/node_modules/@stdlib/_tools/github/fetch-file/lib/factory.js Moved the done function from inside the fetchFile
    function to the factory function scope to resolve the stdlib/no-unnecessary-nested-functions lint error.

Verification Results

Ran node lib/node_modules/@stdlib/_tools/github/fetch-file/test/test.factory.js which executes the tape tests for the factory.
