Description

What is the purpose of this pull request?

This pull request:

Fix Lint Error in factory.js & Additional Files

• lib/node_modules/@stdlib/_tools/github/fetch-file/lib/factory.js Moved the done function from inside the fetchFile function to the factory function scope to resolve the stdlib/no-unnecessary-nested-functions lint error.
• lib/node_modules/@stdlib/assert/is-bigint64array/examples/index.js & README.md Replaced new Array( 10 ) with [] to resolve stdlib/no-new-array.
• lib/node_modules/@stdlib/math/base/tools/normhermitepolyf/test/test.factory.js Removed unexpected empty lines between require statements.
