This pull request resolves #87 by introducing a
formatcomponent that contains anerrors_formattarget. The target itself contains anerrors::formatfunction and afmt::formatter<errors::Error>implementation which is separated from theerrorstarget.This pull request also introduces a
NOT_SUBPROJECTvariable to allow theformatcomponent to know if the root project is not a subproject, allows theformatcomponent to build its test target.
